1.2 Scope of the Survey
Based on the above objectives, the scope of the study included:-
a. Collection of primary data on R&D conducted by GRIs, IHLs and BEs. The data collected
for the public sector was based on the information for the calendar year Jan to Dec 2012;
while for the business sector, it was based on the fiscal year June 2012 to June 2013.
b. The list of respondents was provided by the Department of Statistics Malaysia (DOSM),
Multimedia Development Corporation (MDeC), Malaysian Biotechnology Corporation
(BiotechCorp) and MASTIC.
c. Primary data collections for the business sector were mainly from Government-Linked
Companies (GLCs), Company Limited by Guarantees (CLGs), Multinational Companies
(MNCs) and private companies.
This report contained R&D expenditure, personnel, field of research, source of funds and output
of the research prospects; namely publications, intellectual property and patents.
1.3 The Organisation of the Report
This report was organised into eight chapters. For the purpose of clarification, chapter 1 is the
introduction, followed by survey methodology, along with R&D overview in the Business
Enterprises, Institutions of Higher Learning, Government and Research Institutes. International
comparison was included to evaluate the R&D performance in Malaysia relative to other
countries; and finally, the report concluded with a summary and recommendations.
