2019 ENDURANCE RULES CHAPTER IV OFFICIALS FOR ENDURANCE EVENTS
824.6 Independent Governance Advisors
824.6.1 At all FEI Endurance Events the FEI has the right to appoint an Independent
Governance Advisor to attend the Event and to report back to the FEI in
relation to the organisation of the Competitions, the venue and the course,
the performance of the Endurance Officials and the suggested areas for
improvement.
824.6.2 The FEI will meet the costs of the Independent Governance Advisors to attend
such chosen Events other than accommodation costs to be met by the OC and
the Independent Governance Advisors are at no time acting Officials at the
Event but are available to provide expert guidance or assistance if so required.
824.6.3 Independent Governance Advisors are appointed biannually by the FEI (see
notes for guidance). The FEI will appoint the Veterinary Independent
Governance Advisors and Non Veterinary Independent Governance Advisors.
During the period of acting as an Independent Governance Advisor that person
cannot accept any other FEI officiating positions.
Article 825 - OFFICIALS REQUIRED FOR INTERNATIONAL ENDURANCE EVENTS
Where a Foreign FEI Official is required in accordance with Article 825, such Foreign Official
cannot be resident in the same country of the relevant Event unless that person is resident
in a different time zone than the time zone of the Event location.
825.1 World Championships
825.1.1 The Ground Jury must consist of a President and at least four members chosen
from the FEI list of Endurance Judges, one of which must be foreign, appointed
by the FEI in consultation with the FEI Endurance Committee and the OC. All
members must meet the then-current *Rating requirements for Endurance
Judges.
825.1.2 The Veterinary Commission must consist of a President, a Foreign Veterinary
Delegate and one additional Veterinarian per 15 Horses, with the minimum
number of commission members being 5, including the President of the
Veterinary Commission and the Foreign Veterinary Delegate. At least half of the
members must be foreign, chosen from the FEI list of Endurance Veterinarians
and appointed by the FEI in consultation with the FEI Endurance Committee and
the OC. All members must meet the then-current *Rating requirements for
Endurance Veterinarians.
825.1.3 The Endurance Veterinary Treating Officials must be approved FEI Treatment
Veterinarians appointed by the FEI in consultation with the FEI Endurance
Committee and the FEI Veterinary Committee. There must be a minimum of 1
Endurance Veterinarian Treatment Official per 20 competing Horses. At least
50% of the Endurance Veterinarian Treatment Officials must be experienced in
CEI Competition at the Championship level.
825.1.4 The Foreign Technical Delegate must be chosen from the FEI list of Endurance
Technical Delegates and appointed by the FEI in consultation with the FEI
Endurance Committee and the OC and meet the then-current *Rating
requirements for Endurance Technical Delegates.
825.1.5 The Chief Steward must be chosen from the FEI list of Endurance Chief Stewards
and shall be appointed by the OC.
