ความหมายของธรรมาภิบาล
UNESCAP ไดก้ าํ หนดว่า หลกั ธรรมาภิบาล ควรประกอบดว้ ย 8 หลกั การคือ

1. การมีส่วนร่วม (participatory)
2. นิติธรรม (rule of law)
3. ความโปร่งใส(transparency)
4. ความรบั ผิดชอบ (responsiveness)
5. ความสอดคลอ้ ง(consensus oriented)
6. ความเสมอภาค (equity and inclusiveness)
7. การมีประสิทธิภาพและประสิทธิผล (effectiveness and efficiency) และ
8. การมีเหตุผลอธิบายได้ (accountability)
