• Brunei does not hold a referendum because

the decision depends on the consent of the

Sultan of Brunei himself (Tunku Abdul

Rahman, 1977: 86, Nik Anuar Nik Mahmud,

2000: 22-30).

• Brunei agreed to join Malaysia at an early

stage, but that changed when some of the

conditions in its claim were not accepted by

Malaysia (FEER, 8 November 1962).
