Dear Parents:

You have indicated that you DO NOT want your child enrolled in our English Language Development
Program for this school year. Although we are offering a program we feel is the most appropriate for
your child’s level of English proficiency, you have the right to refuse this service.

This letter confirms that your child will not participate in the Troy School District English Language
Development Program for this school year. However, your child is required by law to take the ACCESS
for ELs until proficiency is established.
