they paid off substantially,” Mouton said.
During Tropical Storm Allison in 2001, the city received
approximately 25 inches of rain and 900 homes flooded.
During Harvey, the city took in more than 50 inches of

any homes flooded. We’re a blessed city,” he said. “We’re
thankful that we could withstand what we endured and
