         Kampen was at the height
       of its development between
       1330 and 1450. It revived its
       fortunes only when the Flevo land
       and Noordoostpolder regions
       were reclaimed and it acquired
       the function of regional centre.
       However, Kampen was never a
       mighty city because it did not
       have any powerful ruler. Kampen
       did not apply to join the Hanseatic
       League until relatively late – 1440.
       At that time, the Netherlands was
       involved in a war with the
       Hanseatic League, and Kampen
       joined the powerful league for
