Those elements whose outermost shell are
complete, either 2 (only for k shell) or 8 , they are
inactive and do not take part in chemical reaction.
Such elements are called nobel elements or inert
gases.
Some elements (metals) loose electrons from
outermost shell while sometimes they loose
electrons form inner shells. Due to this reasons
they have variable valency.
