Since World War II, changes have been creeping into the management-labour
relationship. The changes had happened because they were necessary in order for
businesses to survive in an increasingly competitive marketplace. After Japan has
conquered basically all the major market in the world, people start realizing that
management’s proper role is to facilitate, not to direct.
Management also provides the training to workers besides providing with place,
machines and tools. This means that management listen to the workers thoughts and
ideas and giving them the power to do their job without management interference. It
means acccepting every employee as a valued member of the corporate team.
6.2 ROLE OF TOP MANAGEMENT IN TOOL DEPLOYMENT
This new approach does not mean that the management ignore their responsibility to
set the direction for the enterprise and establish the corporate vision. But with the
support from the employees, even this job becomes easier than it was before.
It is management’s responsibility to train employees to use not only the physical tools
but also intellectual tools. Every employee should eventually use the seven tools
discussed in previous chapters. The training should be done whenever the
employees are ready to put some of the tools into practice. If training is done too
early without putting the training to practice its effect will be lost. That is why the
training given to workers has to be done when it is required.
Management also must provide the internal experts such as facilitators to help the
new teams get started and to develop their expertise. Facilitation is a continual
process because the total quality envelope is constantly being expanded, and there
will always be the need for a few to be on the leading edge, to bring the others along.
It is management’s responsibility to ensure that the people who are solving the
problem have the proper training and facilitation. Besides that, management also
involved in making sure that problems being attacked are of interest to the enterprise
and not the trivial. Management has to make sure that the problem solving team has
the expertise for every problem that occurs and the team must be given the power
and necessary support in making sure the problem is solved. Management must
ensure that the data and the statistical techniques employed are appropriate for the
problem to be tackled.
