ABSTRACT

Big data and Artificial Intelligence (AI) are key technologies to intensify the transition to

the 4 Industrial Revolution. The technologies are about to embed in people’s lives. Science,
th
Research, and Innovation Promotion Fund under Thailand Science Research and Innovation

(TSRI) aims at scaling up the development of the technologies as well as increasing workforce’s

technological skills. One of the roadmaps includes the development of data innovations and

AI applications in healthcare, agriculture and food, tourism and creative economy, and logistics

services. The output of this roadmap ranges from smart platforms to the detection and alert

systems using in healthcare, agriculture, tourism, and logistics. A mission of TSRI is to evaluate

economic and social benefits of this research and development (R&D) investment. Therefore,
this study aims to calculate economic and social benefits in terms of return on investment

(ROI). The calculation derives within an ex-ante analysis and the Triple S framework; situation,

scenario, and simulation suggested by TRSI. The estimation is based on 3 scenarios of

probability of success and 3 scenarios of adoption rate of innovation; best-, usual-, and worst-

case. It is projected that the ROI of this roadmap would be around 3.83 to 26.58 times of

3 years investment (2020-2022). The recommendation for achieving ROI > 5 is also discussed.
