were educational personnel factors, Factors of cooperation and working together, network and
related-sector factors, the executive’s competence and support factors, knowledge transfer
factors, training factors communication development factors, family and community support
factors, personal factors of learners, and curriculum development factors. In addition, this
study proposes some guidelines for solving problems sustainably, such as the approaches of
curricula policy management in global changes that can create continuous learning throughout
life and makes Thai society a learning society. The first proposed project is the credit bank
project. It is a project where higher education institutions provide opportunities for interested
persons to enroll in faculties and courses without limiting qualifications, and the learners are
able to accumulate academic results and transfer their qualifications. The second project is to
create marketing channels for both the labor market and the product market that enhance
career opportunities for learners and the community.
