Abstract
Drastic changes in almost all dimensions of the world have forced each country to
change, including its military. The key driving forces to catch up with the world are competency
in technology and competency in human resources.
This article which summarizes the study project titled “Competency of human
resources in defense technology in the twenty-first century” is part of the information
supporting the plan for science and technology development for national security. The article
includes literature reviews related to defense technology and military human resource
development and new primary data information. The study aims to answer a few key
questions; based on the new national defense context of Thailand, what would be the ‘must
have technologies for defense, and what would be the basic competency of military human
resources in defense technology area in the future? The introduction part is followed by the
scope and methodology of the study project, general principles applied in the study, key
relevant information related to the tasks of the military, and the current human resource
development process. This information implies the new context of the military today and in
the future
Based on the new context and expected applications of the technology, the study has
proposed 8 groups of key technologies necessary for Thailand's national defense. These 8
groups of technologies are the base for deriving the basic human resources competencies for
the technology-related personnel, both developers and users. The basic competency
comprises of knowledge, skills, attitudes, and characteristics. Importantly, this study has found
valuable information which has been noted as observations and additional suggestions.
