strategic collaboration. These initiatives are aimed at removing silos and                 I have tried to be a little provocative and set in motion some ideas that I

            Government. I am certain that many initiatives rolled out under NBOS in                    the coming days of this Conference. More importantly, I hope that the
            Malaysia will be shared during the course of this Conference.                              outcomes of the discussions will be taken to the next level and be applied
                                                                                                       when we return to our countries and our workplaces.
            I believe there is a huge latent willingness of individuals to become more
            involved in designing public services of the future. In the Malaysian public               I hope that in addition to this Conference,  you will also  have the
            service, I must admit, ideas do not always flow openly and smoothly,                       opportunity to explore the many natural, cultural and wildlife treasures
            especially from bottom to top. But the best ideas can only emerge if they                  that lie within a short distance of this city. Last but not least, I thank all
            are encouraged. Any good idea, no matter who it comes from: a manager                      participants for taking the time to contribute to the important discourse
            or a janitor, from inside or outside the public service, from within or                    that will take place over the next two days. I wish you all a fruitful and
            beyond our borders, should not be lost simply because we were not open                     successful Conference, and a wonderful stay in Malaysia. I hope to see

            In many jurisdictions today, there is a new mantra of co-creation and co-
            development, where citizens and the public service work hand in hand
            in formulating and delivering services to the people. I hope we can also
            explore adopting such a concept in our own jurisdictions as part of our
            efforts to strengthen the accountability and responsiveness of the public
            service.
