A precursora abolição da pena de morte em Portugal faz este ano 150 anos.
Foi uma mudança que deixou uma forte impressão na opinião pública europeia da época.
Portugal foi o segundo Estado europeu a abolir a pena de morte.
Ainda recentemente o Diário de Notícias recordava as palavras de saudação do escritor
Victor Hugo, ali publicadas oito dias após a aprovação da histórica Lei de 1 de julho de 1867:
«Está pois a pena de morte abolida nesse nobre Portugal, pequeno povo que tem uma grande
história!»
Um «pequeno povo» que deu aqui mais um grande exemplo ao mundo. Um exemplo que
passou a definir a fronteira entre a civilização e a barbárie.
É, pois, um orgulho poder presidir à Assembleia da República por ocasião destes 150 anos.
Atualmente, é a própria Constituição da República Portuguesa, a celebrar os 40 anos, que
estabelece o direito à vida como primeiro dos direitos, liberdades e garantias dos cidadãos, no
seu artigo 24.°: «A vida humana é inviolável; em caso algum haverá pena de morte». Em caso
algum.

The pioneering abolition of the death penalty in Portugal took place 150 years ago this year.
It was a change that left a deep impression on European public opinion at the time.
Portugal was the second European state to abolish the death penalty.
The Portuguese newspaper Diário de Notícias recently recalled Victor Hugo’s words wel-
coming the decision, published in the paper eight days after the historic law of 1 July 1867
was passed: “The death penalty is thus abolished in this noble Portugal, a small people that
has such a great history!”
A “small people” that, with this act, set another great example for the world. An example
that drew the line between civilisation and barbarism.
It is therefore an honour for me to preside over the Assembly of the Republic when we

are celebrating this 150 anniversary.
Currently, Article 24 of the Constitution of the Portuguese Republic, which is itself
celebrating 40 years of existence, establishes the right to life as the first of citizens’ rights, free-
doms and guarantees: “Human life is inviolable; in no case shall there be the death penalty.”
In no case.
