4.1 IP Router as Backbone Coupler
If an IP router is used as a backbone coupler with the physical address x.0.0 (e.g. 2.0.0),
no other IP routers may be used topologically “below” this IP router i.e. with a physical
address x.y.0 (y=1...15) (e.g. 2.1.0).
