ANALYSIS OF THE IMPLEMENTATION OF RMK3L IN THE PADANG
SICINCIN TOLL ROAD PROJECT

Abstract
The Construction and Environmental Occupational Safety and Health Quality Plan
(RMK3L) is an integration in the fulfillment of a quality management system in the
form of ISO 450001 which is regulated in PUPR Ministerial Regulation No. 21 of
2019, occupational safety and health in the form of OHSAS 18001: 1999 has the same
components in SMK3 which is regulated in PP No. 50/2012, as well as environmental
management, namely ISO 14001 which is applied in field construction activities,
which is useful for seeing, examining, reviewing, assessing, measuring effectiveness,
knowing the obedience or compliance of officers during the project. This research was
conducted to answer how the RMK3L standards and guidelines were used in the
Padang Sic Cincin Toll Road project and how the effect of implementing SMK3 for
companies and workers. Data analysis was carried out by compiling and discussing
data from the interviews with SMK3 officers and the results of field observations and
from the results of the evaluation of SMK3 data available during observation and
literature study as supporting data. Based on this research, it was concluded that the
RMK3L had been well planned and implemented in the project location with a
percentage of 88% with implementation at the green level. The standards and
guidelines used to govern this system are compiled in the Project Quality, Safety and
Health and Environment Plan (RMK3L). The basis for implementing these procedures
is adjusted to international standards, namely the Occupation Health and Safety
Management System (OHSAS) 18001: 1999 which has similarities with SMK3 as
regulated in PP No. 50/2012. The implementation of SMK3 has a good effect on the
company and the workforce, this can be seen from the number of workers who have
experienced accidents or occupational diseases which are still relatively low and do
not have a significant effect on work implementation.
