messengers on related issues. Some areas have their own communication channels, such as the

               community public address system, posting of vinyl signs, creation of LINE Groups, and community

               webpages on the Internet, etc. These reflect and indicate the readiness and potential of “owning

               the issue” and being ready to tell neighbors and acquaintances about the work that has been carried
               out.    This is  a  natural diffusion process to  advertise the  concept of  using a  “Time Bank to

               accommodate an aged society” which has already occurred in the area.  This is a phenomenon must

               be continuously encouraged in order to communicate to the public in ways that are familiar, easy

               to understand, accurate, and will not cause further confusion or mis-perceptions in society. At

               present, the Project is conducting advocacy to mobilize a network of media partners including print
               (writers), radio, TV, and online media who are willing to learn and become Time Bank communicators

               in the future as part of a continuous learning exchange process.

                       • The nine Project Task Force teams are ready to join advocacy in all nine pilot sites and

               beyond, and that is a dimension of success that reflects the development of a Time Bank that is

               not specific to their own locality.  The Project counterparts are ready to adjust to a new paradigm.
               This process may take time to become institutionalized.   Thus, the next phase of the project will

               increase the intensity and clarity of advocacy for Time Banks for all age groups in Pasi Charoen

               District in each pilot site to continue to be effective and more productive.



                 The implementation of the next phase Project is certain to be a challenge.

               Still, there will be multiple opportunities for learning of the Project team and


                 Task Forces to achieve concrete advancements and continued compilation

                      of the vast knowledge gained from operational lessons embedded

                  in experience (Tacit Knowledge), as transformed into Explicit Knowledge.


                          This will develop a body of knowledge to support advocacy

                    of the Time Bank to accommodate an aged society at the local level,


                                           and eventually reaching up

                                to the provincial and national policy levels.
