4) The empirical evidence of the collaboration and effort of Project partners has led to the
following important lessons learned:
• Operational development of a Time Bank for all age groups in Pasi Charoen District to
accommodate an aging society also had to deal with the impact from the Covid-19 epidemic and
the government’s harsh containment measures. The Project was implemented in nine pilot sites,
consisting of eight communities and one worksite. All sites joined the Project on a voluntary basis
out of a desire to understand a new paradigm and learn from the local people as well. Interpretation
of the results must not focus solely on the quantitative dimension alone. Instead, the outcomes
must be examined in the context of the qualitative process of understanding a new paradigm, and
allowing enough time to develop a new perspective of development. That time will allow the
thought to crystallize, and then the implementers can embrace the Time Bank concept as their own.
• The Project has expanded awareness and contributed to a broader understanding of the
Time Bank principle in the community, among government agencies, the private sector, and network
partners. The Project network expanded to include 544 people from 18 agencies/entities, and the
emergence of foreign network partners. Together they are sharing information and exchanging
knowledge to improve the Time Bank operations, and support the continuous advocacy at the local,
district, provincial, and national levels. All partners must participate in the learning process, and
they must jointly design all operational processes until the acceptance of the need for Time Banks
reaches a higher level.
• The Project integrated learning for youth and all local residents. Their participation
reflected the commitment of the host communities. Even during periods of time when many
educational institutions were forced to close (due to Covid), youth were still being mobilized in
shared learning and advocacy through online and small group forums. It can be expected that this
youth power will continue as a force for advocacy of the Time Bank. Thus, educational institutions
have adopted proposals for integrating the theme of a “Time Bank to accommodate an Aged
Society” into the existing curriculum or courses in the next phase. There is a realization that an aging
society affects people of all age groups – not just the elderly. This understanding will be an
important force in creating awareness and mobilizing involvement of people of all age groups to
become engaged.
• The public communication efforts of the Project built upon the potential of people in the
area (i.e., Time Bank members) as lay messengers. It was found that many areas had indigenous
