Hybrid Expo at Siam University. The network group and branch Task Forces actively participated in
preparations before, during, and after the event, and leading to the successful distillation of lessons
learned. This collaboration can be expected to continue.
4. Challenges and Lessons Learned from Implementing the Project
Implementation of Time Banks for all age groups in Pasi Charoen District involved developing
new thought processes, analysis, synthesis. That is because the concept of a Time Bank is a new
paradigm for the district, and also requires an appreciation of the seriousness of the changing
structure of the Thai population and transition into an aged society. This challenge was magnified
with the crisis of the Covid-19 epidemic. The following are some of the lessons learned in addressing
these challenges:
1) The Project had to adjust some of the objectives and activities to implement the Time
Banks and manage the HI and CI mandates in all pilot sites. Nevertheless, this process benefitted
from the analysis of local skill sets, and that knowledge can be applied to solve problems in the
area in a timely manner and take advantage of the benefits of the Time Bank operations.
2) The Project had to adjust advocacy for activities in the area and gatherings of Project
participants, counterpart agencies, and network partners. This was required to comply with the
government-ordered restrictions on mass gatherings and need for social distancing. Thus, the Project
switched to small group forums and online platforms. In this way, the Project implementation could
continue, generally as planned. This challenge was also an opportunity to enhance the potential of
Project Task Force teams in the area, including network partners, in learning how to adjust/apply
technology for communication in difficult circumstances.
3) The participants were able to use the crisis as an opportunity to unite the power of
agencies and partners to support each other and create learning mechanisms. They realized the
importance of working as a network to fill gaps and ensure that no one is left behind in times of
crisis. This collaboration can build relationships by jointly analyzing the situation and prioritizing what
needs to be done through consensus. The challenges also present the opportunity to integrate
forces together at every turn, resulting in a strengthening of network partners. Even when people
who participated in the Project are transferred to new positions outside of Pasi Charoen District, they
still want to advocate for the Project mission and methods.
