Specifically, during the period from March to October 2021, the Office of Human Resource
Development and Social Engagement, Prince of Songkla University collected data using the integ-
rity and transparency assessment methodology and tools as required by the NACC. Furthermore,
the tools were the Internal Integrity and Transparency Assessment (IIT), External Integrity and
Transparency Assessment (EIT), and Open Data Integrity and Transparency Assessment (OIT). These
tools were essentially in the form of questionnaires designed by the NACC, and the surveyed data
were collected from three groups as follows:
(1) Internal stakeholder group: The internal stakeholders were officers who worked
for the provincial offices and local administrative organizations that were being assessed. These
stakeholders were evaluated for the objective of the Internal Integrity and Transparency Assess-
ment (IIT) with the following indicators: Bribery Fraud, Budget Misallocation, Power Distortion,
Asset Misappropriation, and Anti-Corruption Improvement. A total of 40,706 internal stakeholders
from the described 879 organizations completed the questionnaires for the IIT.
(2) External stakeholder group: The external stakeholders were persons, private
companies, or other government agencies who had received services from or had contacted with
the assessed provincial offices and local administrative organizations. These stakeholders were
evaluated for the objective of the External Integrity and Transparency Assessment (EIT), and the
indicators regarding the EIT included Service Quality, Communication Efficiency, and Procedure
Improvement. A total of 82,241 external stakeholders participated in the survey. Specifically, one
group of 34,924 external stakeholders completed the questionnaires via phone interview. Anoth-
er group of the remaining 47,317 external stakeholders completed the assessment by themselves
via the ITA online system.
(3) Public data group: The public data were collected from data published on 879
websites of the assessed provincial offices and local administrative organizations. These data were
obtained for the objective of the Open Data Integrity and Transparency Assessment (OIT), which
aimed to evaluate the level of public information disclosure in the organizations to allow the
public to access their data. The indicators regarding the OIT were Open Data and Anti-Corruption
Practice.
Data collected from the above three groups were analyzed. Consequently, rating
scores or ITA scores of all 10 indicators were calculated for each participating organization and
recorded on the ITA online system. The ITA scores could be in the range from 0 to 100 or (0-100)
and categorized into 7 performance levels. Table 1 shows the performance levels or interpretation
as defined in this report and the NACC’s assessment. In particular, the levels and their correspond-
ing ranges were: excellent (95-100), very good (85-94.99), good (75-84.99), fair (65-74.99), poor
(55-64.99), extremely poor (50-54.99), and failed (0-49.99).
