(8) as criteria were thus satisfactory. However, the average ITA score of only 82.30 was measured
in the indicator (9) Open Data, and thus some improvements in the area of public disclosure are
essential. More importantly, the assessed organizations should promote more anti-corruption
practices urgently because their average ITA score of the (10) Anti-Corruption Practice indicator
was as low as 67.28.
2. After analyzing the rating scores of an integrity and transparency assessment of the
provincial offices and local administrative organizations in Group 6, there were some notable
outcomes. Firstly, if the very good or A performance level were set as a passing criterion for all
assessed organizations, there would be only 459 organizations or 52.22% that met the performance
objective. In other words, 420 organizations or 47.78% would fail the required ITA, and thus further
improvements became necessary. Secondly, compared to the average ITA scores in the fiscal year
B.E. 2563 (2020), the ITA scores measured this year displayed a clear sign of substantial progress
of the organizations in Group 6 in achieving integrity and transparency. For example, last year there
were only 17 assessed organizations that accomplished more than the minimum requirement of
A performance level. In other words, these 17 organizations achieved the highest performance of
AA level. In contrast, this year, the number of assessed organizations with the AA performance
level increased significantly to 135.
3. The ITA scores were also categorized by 4 types of the assessed organizations. These
types were provincial office, provincial administrative organization, subdistrict administrative orga-
nization, and municipality. The municipality included city municipality, town municipality and
subdistrict municipality. The averages of the ITA scores in each organization type were calculated
and ranked in descending order. The assessment results showed that the provincial administrative
organization category achieved the highest average ITA score of 90.76. In addition, the subsequent
categories in the ranking were the provincial office, subdistrict administrative organization and
municipality, which obtained the average ITA scores of 89.48, 83.65 and 82.33, respectively. Fur-
thermore, the average ITA scores of all 10 indicators in the categories were analyzed, compared
and presented below.
3.1 In the provincial office category, the top two scores of 94.40 and 91.97 were
found in the indicators (9) Open Data and (1) Bribery Fraud, respectively. In contrast, the lowest
average ITA score of 84.17 was observed in the indicator (4) Asset Misappropriation.
3.2 In the provincial administrative organization category, the top two scores of
95.03 and 94.70 were found in the indicators (1) Bribery Fraud and (9) Open Data, respectively. In
contrast, the lowest average ITA score of 89.25 was observed in the indicator (8) Procedure Im-
provement.
