4) Implement a human resource development policy, provide scholarships and
            training, and arrange field trips. Moreover, these actions must be aligned with the vision and mis-

            sion of the organizations and support the organizational structure.
                           5) Apply technology to create a government property loan system that can reduce
            processing time and the number of processes involved. In addition, promote the use of this system

            in the organizations by, for example, training personnel.
                           6) Provide a channel for internal stakeholders to report suspicious activities or make

            a complaint. Furthermore, implement a measure to protect the complainants from any negative
            effects of reporting and keep details of the complaint confidential. In addition, appoint a commit-
            tee to investigate all submitted complaints.

                    2) EIT
                    The measured results in the EIT were like the results in the IIT. In particular, the ITA scores

            of the assessed organizations in all provinces were at the very good performance level. As pre-
            sented above, their average score was as high as 88.64. Nevertheless, to increase a future rating
            score in the EIT, the assessed organizations should:

                           1) Train relevant personnel to deliver customer services with transparency and in
            accordance with the set procedures and time frame.

                           2) Publicize organization’s achievements, awards or suitable information. The pub-
            lication should be carried out effectively and through multiple channels, causing the public to
            access these published data easily or effortlessly.

                           3) Allow external stakeholders, such as, people and other government agencies
            who received services from or contacted the organizations, to participate in an improvement

            process that aims to enable enhanced services and increase transparency in the workplace.
                    3) OIT
                    The measured results in the OIT were different from those in the IIT and EIT. Specifically,

            the ITA scores in the OIT of the assessed organizations in all provinces were not at same perfor-
            mance level. Only Nakhonsawan province achieved the very good performance level, whereas

            the remaining 8 provinces achieved the good performance level. Hence, Nakhonsawan province
            should continue to conduct its operations to maintain the goal of the very good performance
            level. In contrast, some improvements are essential for the other provinces to reach the goal of

            the very good performance level. For example, these assessed organizations should:
                           1) Develop their own websites that are compliant with the data structure defined

            in the OIT. Furthermore, designate a web or system administrator to create, upload and maintain
            data so that the data are both up-to-date and correct, meeting the assessment objectives of the
            ITA online system.
