2) The provincial offices and local administrative organizations should assign all of
               their departments to disclose data that are required by the NACC completely and in a timely

               fashion. Furthermore, the data should be posted on their websites and published in other channels
               that are easily accessed by the public.
                              3) The provincial offices and local administrative organizations should campaign for

               a social value in which the public should participate in an investigation of operations of government
               agencies. In addition, they should display a channel for the public to join the investigation and to

               file a complaint against a government agency.
                              4) The provincial offices and local administrative organizations should appoint a
               website administrator and organize an information technology (IT) training for their personnel. As

               a result, public data would be posted on their websites correctly and in a timely fashion. In addi-
               tion, the websites would operate reliably and serve as a communication channel between the

               public and the organizations.
                              5) The provincial offices and local administrative organizations should divide up the
               10 indicators of the ITA and assign them to all departments. Furthermore, executives of the pro-

               vincial offices and local administrative organizations must assign an administrator, who acts as a
               coordinator to create a collaboration among the departments and a sense of shared responsibil-

               ity.
                              6) Since the OIT is an assessment tool that can create a wide variation in the ITA
               score, the provincial offices and local administrative organizations should pay special attention to

               this tool. In particular, the provincial offices and local administrative organizations should review
               the outcomes of the previous ITA, understand the assessment indicators and sub-indicators, and

               brainstorm in a meeting in order to find a method to increase rating scores in these indicators and
               sub-indicators. Furthermore, complete and accurate data should be uploaded into the ITAS in a
               timely fashion as required. In addition, the provincial offices and local administrative organizations

               should ensure that their websites are always available during the ITA.
