(2) Development Programs for the Assessed Organizations
1) The NACC should raise awareness about the importance of public disclosure
among personnel of provincial offices and local administrative organizations. This public disclosure
includes the act of making data both easily and readily accessible, and completely available to
the public. Forms that the public disclosure takes are not limited only to information posted on
a website. Besides raising the described awareness, the NACC should promote an understanding
of all aspects of the indicators (9) Open Data and (10) Anti-Corruption Practice.
2) The NACC should organize a training for personnel of provincial offices and local
administrative organizations. In the training, various case studies of wrongdoings by some members
of these offices and organizations and local politicians would be presented along with their pen-
alties. Furthermore, the NACC should require all executives of the provincial offices and local
administrative organizations to successfully complete the training.
3) The NACC should conduct a site visit to identify and try to solve problems joint-
ly with provincial offices and local administrative organizations. As a result, there would be a rise
in acceptance and more efforts to create transparency in the organizations.
4) The NACC should campaign to educate the public about laws in a simple fashion.
In addition, the NACC should use media to promote social conscience. The NACC should also work
with both educational institutes and families to help children develop moral conscience and
transparency since childhood.
5) There are organizations that achieved and failed to achieve the ITA scores of the
very good performance level. Such organizations in the same province could exchange their ex-
perience, and the successful organizations could become a mentor and help lead other organi-
zations toward greater transparency together. The NACC should therefore create a forum for
sharing experience and ideas and to create a mentoring program for the organizations. Furthermore,
the NACC should encourage their provincial offices of the NACC to work closely and regularly with
organizations that have not yet achieved the ITA scores of the very good performance level.
4. Recommendations to Provincial Offices and Local Administrative Organizations
In order to increase integrity and transparency in provincial offices and local administrative
organizations, and thus achieve a higher ITA score in the future, the following activities should be
carried out.
1) The provincial offices and local administrative organizations should organize a
campaign for moral conscience and social values that aims at their personnel. Furthermore, the
provincial offices and local administrative organizations should raise aware of corruption problems
in order to increase transparency in the workplace.
