2) Ensure that a web or system administrator or a liaison officer of the organizations
               and his team members have a thorough understanding of the manual on how to disclose public

               data according to the OIT. Such understanding would enable them to answer assessment questions
               correctly and in accordance with the question objectives.
                              3) Assign a relevant executive and system administrator or a liaison officer to thor-

               oughly check all answers to the assessment questions before submitting the answers in the ITA
               online system. The check can help prevent sending incorrect or irrelevant answers, which may

               have an adverse effect on the assessment.
                      2. Recommendations to Relevant Agencies at Policy Level and Practice Level Policy
               Level

                      1) The state should urgently establish both a code of ethics and a code of conduct and
               encourage its people to follow these codes. In addition, the state should create a campaign to

               raise public awareness of good citizenship. The state should also promote a concept of good
               governance so that all sectors understand and develop it in their organizations. Furthermore, the
               state should promote honest and capable government officials to a higher position or to serve

               the country. Supervisor or heads of government agencies must also be a role model of honesty,
               and their actions can be checked. Finally, there should be a training course that highlights dangers

               of corruption and anti-corruption measures.
                      2) The state should implement measures to (1) promote a public campaign against vote-sell-
               ing, (2) encourage the public to respect or admire people with morality and ethics, and (3) foster

               a new social belief that money is not the key to success. Furthermore, the state should support
               a program that helps children develop a moral and ethical conscience, responsibility and self-dis-

               cipline. The program can be developed in their families, educational institutes and via, for exam-
               ple, role-modeling.
                      3) The state should not interfere with operations of provincial offices and local adminis-

               trative organizations, especially the projects that are not under the state authority by law. Such
               independent operations would contribute to transparency and adhere to good governance prin-

               ciples.
                      Practice Level
                              1) The state should conduct an empirical review to evaluate the reliability of the

               assessment tools.
                              2) The state should appoint a central agency, such as education institutes or uni-

               versities, that would work with government agencies, provincial offices and local administrative
               organizations to collect additional data for assessment
