SAMUI MODEL
Measure for Scuba Diving Activities
1. Objective
To provide practical guidance for scuba diving schools and establishments to manage
scuba diving trips for foreign tourists in Ko Samui, Ko Pha-ngan and Ko Tao, following the
standards of safety and leisure tourism.
2. Scope
This handout provides details of standard operating procedures for related agencies to help
them manage and provide accurate services for fully vaccinated foreign tourists, following
“SAMUI+ MODEL” rules and regulations. Tourists must have stayed on Ko Samui for at
least 7 days before travelling to Ko Pha-ngan and Ko Tao.

3.2 Samui Public Health Office, Pha-ngan Public Health Office, and Ko Tao Public Health
Office
