A ideia da criação da União Europeia como espaço de liberdade, humanismo e democracia foi
também a resposta encontrada para ultrapassar a experiência histórica negativa e traumática
dos totalitarismos e dos regimes autoritários europeus do século xx.
Há nas instituições europeias a consciência da necessidade e urgência em criar uma cul-
tura de memória histórica transnacional, capaz de gerar e reforçar nos seus cidadãos sentimen-
tos de pertença, identidade e coesão fundamentais no exercício de uma cidadania ativa para
enfrentar os desafios do projeto europeu.

The idea of setting up the European Union as space of freedom, humanism and demo-
cracy was also the answer devised to overcome the negative and traumatic historical experi-
ence of European totalitarianisms and authoritarian regimes in the 20 century.

The European institutions are aware of the need and urgency to create a culture of trans-
national historical memory that is able to generate and enhance a feeling of belonging, identity
and cohesion in its citizens, qualities that are fundamental in exercising active citizenship to
face the challenges of the European project.
With different cultural initiatives and programmes, of which education – particularly for
young people – is a key element, European sites that represent and embody our common history
are identified and recognised through annual applications for the European Heritage Label.
