Executive Summary
Time Banking Development Project for All Ages of Phasi Charoen
1. Background of the Project
Implementation of the Project “Time Bank for All Age Groups in Pasi Charoen District”
has been supported by the Thai Health Promotion Fund (ThaiHealth). The Project built upon the
process of developing community-based time banking models and operating mechanisms for an
aging society in urban areas in Thailand. The first phase of the Project was implemented during 2019-
20. The Project found that the time banking operations in each area differed according to the
understanding of the implementers and the context of the area. The “time bank” concept is a
new paradigm for Thailand which is being applied to mediate the impact of becoming an "aged
society." Accordingly, in 2021, Thai Health commissioned the Research Center for Community
Development (RCFCD) of Siam University to implement a pilot project on time bank development
to support the aging society. The pilot site for the Project was Pasi Charoen District in Bangkok. The
Project was also implemented during the emergence of the Covid-19 epidemic in Thailand, and that
allowed the investigators to test the effectiveness of the time bank to help residents in a time of
crisis.
The period of Project implementation in the current phase extended over 18 months,
from May 7, 2021 to October 31, 2022. In addition to applying the concept of time banking, the
Project also applied the following key principles: Participation; Empowerment; Communication; and
Resource Mobilization. The Project has the following five objectives:
1) To promote situational awareness of entering an “aged society” and its impact,
including learning the concept of “Time Banking” to support an aging society among the target
groups, agencies, and development partners in Pasi Charoen District;
2) To create a participatory process to develop a “time bank” to support an aging
society, in the context of the Covid-19 epidemic, including government agencies, the private sector,
the community, and the public;
