2) The format of HI and or CI in each area with Time Banks had different readiness and
operational potential. The formats can be classified into the following types:
• Model # 1: This prototype is a home and community isolation center (HI/CI) Time
Bank for all age groups in the Khlong Lat Phachi Community of Pasi Charoen District
• Model # 2: This model supports HI through a community-based Time Bank for all
age groups. The model is implemented in the Phun Bamphen, Lertsuksom, Pekong Ruamjai, Wat
Chan Pradittharam, Chantrangsee, Lan Sai, and Sirin & Friends Communities in Pasi Charoen District.
• Model # 3: This model established a surveillance center and a holding center
managed by the Time Bank team for all age groups associated with the Pasi Charoen District Gamma
Industries Co., Ltd. Company.
3) During the easing of the containment measures for the Covid-19 epidemic (as more
Thais were vaccinated and dominant strains were less virulent) all nine pilot areas still conducted
disease surveillance according to the prescribed measures. Each site analyzed the comparative skill
sets of the Time Bank members, and built upon those to conduct Project activities to maximize
cost-effectiveness.
Advocating for the activities of the nine pilot areas resulted the creation of Project Task
Forces for Time Banks for all age groups in Pasi Charoen District. The members of the working groups
include community residents who are active in development. They are the ones who spearheaded
the process of understanding the operating principles of the Project. However, due to the differences
in the timing of the creation of the time banks, the different conceptual perspectives, and the human
resource assets of each area, it was found that, in some areas, the structure, roles and duties of the
Project Task Forces were not yet clearly specified in the Wat Chan Pradittharam Community, the
Chantarangsee Community, and the Lan Sai Community. These three communities also have
characteristics of what is considered a “slum,” with dense settlements of low-rent housing.
Therefore, that context presents a limitation for local leaders to mobilize a campaign to raise
awareness and spur participation in the Project activities. Outbreaks and containment measures to
stop Covid-19 also impeded implementation. Thus, the Project support had to be focused on these
challenging locations first. That said, the Task Force members in all three sites are still motivated
and determined to succeed in the Project objectives.
