withdrawal information, etc., by each pilot site. Counterparts were involved in designing these tools
which are tailored to context, while adhering to the concept of the Time Bank to accommodate an
aged society, and requiring consensus-building in such issues as the following:
• The Project name of “Time Bank to Accommodate an Aging Society in Pasi Charoen”
has been changed to “Time Bank for All Age Groups in Pasi Charoen”
and has added the words “Branch……” for each pilot area;
• Slogans were developed to advocate for implementation in the first phase, namely
...do the "YES", give the "LIKE"...saving "TIME" instead of "MONEY"...
9) Lessons have been distilled from implementation to reflect understanding,
perception, and analysis of readiness to operate the Time Bank concept in order to accommodate
an aged society in the urban setting, and to mediate the impact from the Covid-19 epidemic. Project
implementers organized HI and CI in the nine pilot sites in conjunction with the Task Forces as
network partners, first by analyzing capital resources in the area (i.e., the Four M’s: Manpower,
Money, Material, Management). That analysis found the following:
• “ Manpower” Most of the pilot sites already have a foundation for community
development. They have both formal and informal community leaders. These people have different
skills and roles, such as coordinating, consulting, public relations, advocacy, procurement, cooking,
etc. However, in some areas, human resources are weak or too few. Therefore, it is the role of the
official community leader to coordinate and solicit assistance from outside. In addition, in every
area, the Time Bank has a need for medical personnel to support the mission of organizing the HI/CI,
and/or health education and recommendations for surveillance of the spread of Covid-19.
• “Money” This Project found that the specified areas have their own budget and support
from organizations in and outside of Pasi Charoen District. However, in this category of “M,” in
addition to support in the form of “money”, the assets also can be in kind, such as food or activities
that the Time Bank does not have to provide or is limited from the use of the budget.
• “Material” In this dimension, the Time Bank has a leader in coordinating and managing,
especially by providing a common area to organize the system or screening points, waiting points,
and or places to quarantine for high-risk individuals. The sites are ready in terms of equipment
provided by area leaders including additional support from network partners such as cardboard
beds, bedding, central kitchens, etc.
